I have tried Wake-on-LAN Packet Sniffer 1.1 on Windows 7 and used the Wake-on-LAN Packet sender of the same vendor (Power Management Software). This only works if the routers in your organizations are configured to forward broadcasts containing Magic Packets. Problems often come up if you want to send Magic Packets across routers.
